Özet
Dünyada ve ülkemizde meydana gelen çeşitli kazaların neticesinde ciddiye alınması gereken önemli miktarlarda maddi ve manevi kayıpların meydana gelmekte ve bu kayıplar kişisel ya da toplumsal önemli yaralar açmaktadır. Kazaların meydana gelmemesi, en aza indirilmesi veya olabilecek kazaların zararlarının azaltılabilmesi için teknik ve sosyal önlemlerin alınması gerektiği şüphesizdir. Bu itibarla; laboratuvarlarda iş güvenliği yönetimi, acil durum planlaması, kimyasalların tehlikeleri, ilk yardım, kullanılan malzemeler ve kimyasal maddelerin güvenli kullanımı, eğitim, hijyen ve benzeri konular önem arz etmektedir. Son yıllarda sanayide ileri ülkelerde ve ülkemizde kazaların önlenmesi ve zararlarından korunmak için çeşitli yasalar (kanun, tüzük, yönetmelik, tebliğ, direktifler), standartlar ve iş güvenliği yönetimi usulleri geliştirilmekte ve uygulanmaktadır. Bu hususlarda kazaların nedenlerinin ve çevresel etkilerinin sektörel ve bilimsel olarak incelenmesi, araştırılması ve sürekli izlenmesinin bir ihtiyaç olduğu düşünülmüştür. Laboratuvarların sağlıklı yapılanmaları, doğabilecek tehlikelerin önlenmesi, çalışanların fiziksel ve ruhsal yapılarının korunması ve geliştirilmesi iş sağlığı ve iş güvenliği kavramlarına gereken önemi vermekle mümkündür. Laboratuvarlarda da diğer işyerlerinde olduğu gibi uygun çalışma şartlarının sağlanması için mevcut tehlikelerin belirlenmesi, risklerin değerlendirilmesi, önlemlerin uygulanması, gerekli kontrol ve ölçümlerin yapılması vb. konularda gerekli prosedürler oluşturmalı ve prosedürlerin uygulamaları sürdürülmelidir.
As a result of kinds of accidents happening in the world and in our country, important amount of metarial and moral losses which are necessary to be taken serious occur and these losses cause important personal and social pains. Without any doubt, it is esential to take technical and social precautions in order to decrease the damages of the accidents likely to happen or reduce them to a minimum level or prevent the accidents. As a consequence of this, directing safety regulation in laboratories, planing on urgent conditions in labs, the risks of chemicals, first aid, using the materials used in labs and chemicals safely, hygiene and the similar topics are very important. Recent years in the industrially developed countries and in our country, to prevent the accidents and to avoid from their damages, kinds of laws (laws, rules, regulations, notifications, instructions), standards and directing methods of safety regulation have been developed and applied. In these cases it is thought that we feel the need of searching and investigating for the causes of accidents and environmental effects scientifically and sectorally and observing progressively. That the healthy structured laboratories, preventing possible dangers, protecting workers' physical and psychological structures and developing them are possible by attaching the required importance to the concepts of safety regulation and health of regulation. Necessary procedures should be constituted to be defined of existing dangers in order to supply suitable working conditions in the laboratories like other working places, to sum up the risks, to practice the precautions, to do necessary controls and measures and practising of the procedures should be kept on.
