Özet
Vakıflar devletin yetemediği ya da eksik kaldığı yerde ihtiyaç sahiplerinin gereksinimlerini karşılayan tamamlayıcı gönüllü örgütlenmelerdir. Kar amacı güden diğer işletmelere oranla vakıflarda kurumsallaşmanın daha az ihtimam gösterilen bir süreç olduğu görülmektedir. Kurumsallaşma ise bir kurumun yönetim ve organizasyon unsurlarını kurum yapısıyla tam uyumlu hale getirerek, bireylere bağlı kalmadan varlığını ve sürdürebilirliğini koruması adına oluşan dinamik sisteme denir. Halka hizmet misyonu ile faaliyet gösteren her kurum toplumda önem ve kabul görme adına diğer kar amacı güden kurumlardan bir adım öndedir. Ancak söz konusu avantaj kurumsallaşmaya duyulan ihtiyacı azaltmamaktadır. Aksine hızı ve değişimle tanımlanan günümüzde kar amacı gütsün ya da gütmesin her işletmenin variyetini daim kılabilmek adına kurumsallaşmaya ihtiyacı vardır. Bu çerçevede tez, vakıflarda kurumsallaşmayı konu edinmiş ve araştırma kısmında İHH İnsani Yardım Vakfı'nın kurumsallaşma pratiklerini irdelemiştir. Araştırmada vakıfların özellikleri, organizasyon süreçleri ve fonksiyonları ele alınarak göz ardı edilen kurumsallaşmanın önemine dikkat çekilmiştir. Araştırma vakıflarda kurumsallaşma yapısına kaynak oluşturması adına önem kazanmaktadır. Tez kapsamında vakıfların ihtiyaç duyduğu kurumsallaşma süreci Fayol'un 1916 yılında tasniflediği beş yönetim fonksiyonu olan (planlama, örgütleme (organize etme), koordinasyon, yöneltme (yürütme) ve kontrol (denetleme)) merkezinde doküman analizi yöntemi ile irdelenmiştir. Araştırmanın örneklemini 1992 yılından bu yana faal olan İHH İnsani Yardım Vakfı oluşturmaktadır. Araştırma kapsamında vakfın kurumsallaşma fonksiyonları üzerinden şeffaflık, profesyonellik, hesap verilebilirlik, özerklik gibi kurumsallaşma boyutlarını tamamladığı ve bu çerçevede variyetini daim kıldığı görülmüştür.
Foundations are complementary voluntary organizations that meet the needs of those in need where the state is not sufficient or lacking. It is seen that institutionalization in foundations is a process that is given less attention compared to other for-profit enterprises. Institutionalization, on the other hand, is the dynamic system that is formed in order to harmonize the management and organizational elements of an institution with the corporate structure and to protect its existence and sustainability without being dependent on individuals. Every institution operating with the mission of serving the public is one step ahead of other profit-oriented institutions in order to gain importance and acceptance in the society. However, this advantage does not reduce the need for institutionalization. On the contrary, in today's world, which is defined by its speed and change, every business, whether profit-oriented or not, needs institutionalization in order to perpetuate its existence. In this context, the thesis deals with institutionalization in foundations and in the research part, the institutionalization practices of IHH Humanitarian Relief Foundation are examined. In the research, the characteristics of the foundations, their organizational processes and functions were discussed and the importance of institutionalization, which was ignored, was pointed out. Research gains importance in terms of creating resources for the institutionalization structure of foundations. Within the scope of the thesis, the institutionalization process required by the foundations was examined with the document analysis method in the center, which has five management functions (planning, organizing (organizing), coordination, directing (executing) and controlling (supervising)) classified by Fayol in 1916. The sample of the research is IHH Humanitarian Relief Foundation, which has been active since 1992. Within the scope of the research, it has been seen that the foundation has completed the institutionalization dimensions such as transparency, professionalism, accountability, and autonomy through its institutionalization functions and within this framework, it has made its existence permanent.
