Olağanüstü durum ve afetlerde hastane ve sağlık çalışanlarının hazırlık düzeyleri değerlendirmesi üzerine ampirik bir çalışma

Özet
Günümüzde ülkemizde ve dünyada neredeyse her gün farklı şekillerde deprem, sel gibi doğal afetler, salgın hastalıklar, taşımacılık kazaları, terör saldırıları meydana gelmektedir. Afetler sonrası insanlar felaket tablolarıyla karşı karşıya kalırlar. Afetlerin kaynağı ne olursa olsun yoksulluk, cahillik, toplumdaki hatalı sosyal normlar ve kurallar gibi nedenlerle toplumun zarar görme riskleri ile birleşince o zaman felakete dönüşürler. Bilim ve teknolojide son yıllardaki gelişmelere rağmen afetlerin etkisi küresel düzeyde artmaktadır.İşbu tez çalışmamızda yapılan araştırmalar sonucu olağanüstü durum ve afetlerde krizi yönetim sürecinin olay öncesi hazırlıkla başlayıp süreç ve sonrasıyla devam eden bir bütün olduğu, afet yönetiminin başarılı olabilmesinin bütün olarak ele alınan bu döngünün içindeki faaliyetlerin eksiksiz uygulanmasına ve acil durum ve afet planlarına sadık kalınmasına bağlı olduğu, olağanüstü durumlarla mücadelede en etkili yolun afet yaşanmadan önce hazırlıklı olmak olduğu görülmüştür. Böyle durumlarda aktif rol hastanelere ve sağlık sektörü çalışanlarına düşüyor biz sağlık çalışanları sürece önceden ne kadar hazırlıklı olursak süreçte bizim açımızdan o kadar rahat geçeceğine inanılmaktayız. Çalışmada olağanüstü durum ve afetlerin hazırlığı ve planı sağlık sektörü açısından yönetimsel boyutuyla ele alınmış ve hazırlık düzeyleri değerlendirilmek istenmiştir.
Today, natural disasters such as earthquakes, floods, epidemics, transportation accidents, and terrorist attacks occur almost every day in our country and in the world. After the disasters, people are faced with catastrophic consequences. Whatever the source of the disasters, when combined with reasons such as poverty, ignorance, faulty social norms, and rules in society, then they turn into a catastrophe. Despite the developments in science and technology in recent years, the impact of disasters is increasing at the global level. As a result of the researchers carried out in this thesis, it has been seen that the crisis management process in emergency situations and disasters is a whole that starts with the pre-event preparation and continues with the process and afterward. It has been seen that the success of disaster management depends on the complete implementation of the activities in this cycle, which is considered as a whole. And it has been seen that the most effective way to deal with extraordinary situations is to be prepared before a disaster occurs. In such cases, the active role depends on hospitals and health sector workers. The more prepared we healthcare professionals are, the more comfortable it will be for us in the process. In this study, the preparedness and plan of the emergency and disasters were handled in terms of the health sector with its administrative dimension, and the level of preparedness was wanted to be evaluated.
